SHOULDER WORK Sign (W21-5): What It Means
The SHOULDER WORK sign (W21-5) warns that there is work on the shoulder ahead while the travel lanes stay open. You keep your lane, but expect people, vehicles or equipment close to the edge of the road.
What it means
Section 6H.22 of the California MUTCD 2026 Edition says shoulder work signs warn of maintenance, reconstruction or utility operations on the highway shoulder where the roadway is unobstructed. The standard allows these legends:
- SHOULDER WORK (W21-5)
- RIGHT (LEFT) SHOULDER CLOSED (W21-5a)
- RIGHT (LEFT) SHOULDER CLOSED XX FT or AHEAD (W21-5b)
- SHOULDER WORK AHEAD (C24(CA)), a California sign
- SHOULDER CLOSED (C30A(CA)), a California sign
The C24(CA) sign may be used ahead of shoulder work or utility operations that involve the shoulder but leave the roadway unobstructed. The C30A(CA) sign may be used within a shoulder area that has been closed due to work near the traveled way, and it supplements the advance warning signs.
What drivers often get wrong
- Treating it as a lane closure. Shoulder signs mean the lanes are open. If a lane were closed, you would see a Lane Closed sign instead.
- Using the closed shoulder. A closed shoulder is part of the work area, not extra room for passing or stopping.
- Reading the arrow board wrong. For shoulder work an arrow board, if used, shows a caution display, not an arrow. It is not telling you to change lanes.
Where it goes in a work zone
On a non-limited-access highway, the shoulder work sign may be used in advance of the point where there is shoulder work, alone or with a ROAD WORK NEXT XX MILES or ROAD WORK AHEAD sign. On freeways and expressways, the guidance is a RIGHT (LEFT) SHOULDER CLOSED XX FT or AHEAD (W21-5b) sign followed by a RIGHT (LEFT) SHOULDER CLOSED (W21-5a) sign, preceded by a ROAD WORK AHEAD sign.
Arrow boards follow a firm rule here. Section 6L.06 says that for shoulder work, blocking the shoulder, or roadside work near the shoulder, an arrow board shall be used only in the caution mode. Arrow or chevron mode is only for lane closures on multi-lane roadways.
What contractors need to know
- Match the sign sequence to the road type: the freeway and expressway sequence (W21-5b, then W21-5a, after ROAD WORK AHEAD) differs from the simpler option on other highways.
- If the work spills into a travel lane, it is no longer shoulder work; the layout needs lane closure signs and devices instead.
- Set any arrow board to caution mode for shoulder work. An arrow display would wrongly tell drivers a lane is closed.
- The permitting agency may require specific California signs such as C24(CA) or C30A(CA), or its own standard plan; the traffic control plan should show which applies.

Frequently asked questions
Can I drive on a closed shoulder?
No. A SHOULDER CLOSED sign means that space is part of the work area. Stay in the open travel lanes.
Why is the arrow board not showing an arrow?
For shoulder work the manual says the arrow board shall be used only in caution mode. An arrow or chevron is reserved for lane closures on multi-lane roads.
What is the difference between W21-5a and W21-5b?
W21-5a reads RIGHT (LEFT) SHOULDER CLOSED. W21-5b adds a distance, XX FT or AHEAD, and comes first in the freeway sequence.
